We could steal the paragraph from https://tails.boum.org/doc/first_steps/upgrade/

Since we want to make sure all users read them, it’s good to have them linked from the different places they can access :)

I suppose that’s meant for people who very well know how to do a full upgrade and then jump straight to the download page, right?
(I think all other kinds of supported upgrade paths already go through a page that links to release notes, and people who perform an initial installation don’t need to read release notes.)

Given Bug #9392#note-1, I’d say we shouldn’t bother. Especially now that we have the IA and the context changed completely.
