As I have stated before, it would be a good idea to switch to another window manager. Gnome is resource heavy and will continue on this trend. LXDE is much lighter, and comes standard with the Debian install (you can choose between KDE, GNOME, XFCE, of LXDE) of course. So, there should be little or no issues here.

I understand that the time, effort, and funds required to create an entirely new window manager would be much too daunting of a task to complete for this project in its current state. Which is why I suggest simply moving to LXDE. All of the current Gnome applications could be per-configured with the LXDE Tails distro. This is relatively easy to do. It is a shortcut.

However, I do think that a custom theme could still be completed. This new theme would be modeled on Windows 98 and could be used with the lighter LXDE window manager.

This would not only solve resource concerns, but would also resolve the ongoing theme problem. There are currently two themes that I am aware of. There is the default Gnome, as well as the Windows 8 theme. Moving towards a single theme based only on Windows 98 would remove the need to go into camouflage mode at all. This would make Tails much easier for everyone to use.
