Hierarchical “breadcrumbs” make sense when digging deeper into architectural structures, with each “crumb” being subordinate to the former, which is how it currently looks in https://tails.boum.org/blueprint/greeter_revamp_UI/greeter-guided-intro.png.

Navigational “breadcrumbs” make sense when moving through ordered sections, with each “crumb” being a step along that ordered path, which seems most appropriate for the Tails Greeter Assistant, i.e., the Guided Configuration flow.

An alternative to any type of “breadcrumb” could be a ‘<Back’ and ‘Next>’ button set.
