Feature Feature #7523: Adapt the monthly meeting reminder

We decided to have the monthly meetings every day 3 of the month. The
monthly meeting reminder should be adapted to that fact and send two emails:

- One on day 15 announcing the next meeting, calling for agenda, etc.
- One on day 1
