Feature #6260
Offline additional software

Description
At the moment, once the cached APT indices have expired, the additional software packages are only installed once connected to Tor. It might be useful to have them installed as well when working offline.
They could be installed from the APT cache in persistence but only for a few days, because after that the APT indices expire. Forcing the installation of the .deb files might otherwise lead to the installation of outdated software.
