See Bug #8573, its blueprint and subtasks. In the meantime you can use the Additional Software Packages persistence feature to install CoyIM if you wish so :)

As you’ll see once you’ve checked the links I gave you: we’re not done deciding whether we’ll ship CoyIM, or something else, yet. So no, we have no “deadline about implementing CoyIM”.
