https://tails.boum.org/doc/first_steps/persistence/change_passphrase/ makes a little mistake, telling the user to click on ‘TailsData’ when it has to click on ‘Encrypted’, here:

Change the passphrase of the persistent volume

In the right pane, select the persistent volume partition, labelled TailsData by clicking on it.
