Please upgrade OTR version: stable 4.0.x

Some very useful features:

- Support v3 of the OTR protocol
- The plugin now supports multiple OTR conversations with the same buddy who is logged in at multiple locations.

Indeed, we (the Debian OTR team) are maintaining backports of 4.x. Not sure why I never followed-up and added it to Tails.

ISO builds has the expected packages. Merged into experimental. Will run the Pidgin test suite.

Passes the pidgin tests, and my manual tests: did talk with another account connected using a current Tails/pidgin/libotr install, works perfectly.
