I think once all the steps will be listed (and tried with non experts with command line), it will be easiest to get this information.

I would say that it’s:

- already knows command line
- knows what is PGP

So doing the scenario, he could:

- use its PGP skills and current keyring
or
- take a break to install PGP following other website documentation and then follow the instructions
