I could not configure the Persistent Volume because of lack of administration password. Is this behaviour expected?

This does not happen with Tails 1.3.2 I think…

We probably need to update config/chroot_local-includes/etc/polkit-1/localauthority/10-vendor.d/org.boum.tails.pkla wrt. Feature #8291.
