Description

On a (one month old) feature/jessie build, I see:

19:48:39 amnesia nm-dispatcher[2228]: /etc/NetworkManager/dispatcher.d/20-time.sh: 204: [: Illegal number:
19:48:48.000 [notice] Bootstrapped 0%: Starting

Looks like tor_bootstrap_progress should return (really, echo) 0 if the grep | tail | sed pipeline returns nothing.
