Add a syslinux option to start accessibility

Description
To solve the problem of accessibility tools on greeter and on session start, a solution (using in Debian Wheezy) could be to add an boot option to auto start these tools.

The accessibility blueprint mention that it is borken on debia-live/live-build https://tails.boum.org/blueprint/accessibility/#index2h1 . It should be interesting to test if it still the case. If it’s not, it would not involve much work

(That’s not specific to the Greeter, and the candidate solution this ticket is about would be implemented in the syslinux boot menu, not in the Greeter.)

I guess that we can reject this now that the new Greeter (in 3.0) has accessibility tools available; I’ll assume that the standard keybindings to start them are supported.
