I worked on this several hours. There is a CSS proprety in Adwaita theme, but that doesn’t work:

NaTrayApplet {
-NaTrayApplet-icon-size: 20px;
-NaTrayApplet-icon-padding: 1;
}

I also tried to add margin and padding to basically all panel elements without success. I doubt this is possible with wheezy version of gnome-panel without patching it.

Do we think it is a blocker? If yes, do we accept to build a custom gnome-panel package?

Let’s skip this for 1.1, but it’d be great if you could investigate how complex this would be. The ideal solution would be if we could have the patch included in Debian, if it actually fixes a bug.
