Description

We should make it easier for sysadmin contributors to sort apart tickets they can work on without special privileges.

  1. Create a Redmine boolean custom field that indicates if a given ticket requires special privileges
  2. Document this on the contribute/how/sysadmin web page, creating custom Redmine requests as needed

Ideally, the new custom field could be used by other types of tickets as well.
