Neither system requirements nor USB installation doc mention the 4GB minimum size

Description

When doing user support today, someone was hit by the nasty Tails Installer bug (that doesn’t filter out devices that are too small), so I redirected them to the system requirements page, thinking it would mention the 4GB minimum size. It doesn’t. So I thought “oh, but this must be documented on the Tails Installer doc” (https://tails.boum.org/doc/first_steps/installation/)... and it’s not documented there either.

It seems that commit 2c6f5a has moved this information to the persistence section, which feels wrong, as one needs it when installing Tails initially.

This is a fairly recent regression, so setting elevated priority.

Note that it probably makes sense to keep the info in the persistence section, though: users who read this section before installing Tails initially, and before choosing the appropriate hardware, may need it.
