Make the Tails documentation searchable offline

Description
In the offline documentation, when typing keywords on the search field, the results are not results from the offline doc and thus are irrelevant.
The results are taken from the documentation indexed by the GNOME help system, that does not include Tails documentation.
How hard would it be to have our documentation registered and indexed too?

During the user testing of the VeraCrypt beta, 2/5 participants said they wanted to search in the offline documentation.
One said she would do Ctrl+F in a normal browser but didn’t do it. Probably because the documentation browser looks too different from a normal browser for her to believe that it would work.

We are now using Tor Browser for the “Tails documentation” launcher. It points to either:
- The offline version when not connected to Tor.
- The online version when connected to Tor.
So it’s already possible to search the Tails doc when connected to Tor. I don’t think it’s a realistic goal to provide search from Tor Browser on the offline doc when not connected to Tor so I’m rejecting this ticket.
Please reopen it if you think it’s possible!
