getTorbuttonUserAgent differs from browser user-agent

Description
In Tails 0.22 getTorbuttonUserAgent returns:
Mozilla/5.0 (Windows NT 6.1; rv:17.0) Gecko/20100101 Firefox/17.0
While Tails browser returns:
Mozilla/5.0 (Windows NT 6.1; rv:24.0) Gecko/20100101 Firefox/24.0
Those two values should be the same.

I’m curious why “90%” and not “100%”. There’s nothing left to do on
this ticket, is there? We only have to put a release out, right?
If so, then I think that putting a ticket into the “Fix committed”
state (as opposed to “Resolved”) is enough to indicate that we’re not
completely done, and I propose we set progress to “100%” in
such cases. Makes sense?

It does, wasn’t sure if we really had finished with this ticket, as we’ll have to mark it as resolved after the release. But that is meta.
