We can easily do that by setting disable-log-out=true
in the org/gnome/desktop/lockdown
dconf group, but it also hides the “Shut Down…” menu entry, so for now this is blocked by Feature #5355.

I suggest we just remove the “User Menu” from the panel, add replace it by the “Quick Shutdown” applet (Feature #5355).
The user menu contains:
- telepathy status: useless
- a link to “System Settings” that can already by found in “Applications / System Tools / Preferences”
- this “Log Out” entry we want to remove
- the “Shutdown” entry we want to replace by our custom applet
