Could you put please the following to from /etc/init.d/htpdate

--allowed_per_pool_failure_ratio 0.34 \
--proxy        "socks5h://192.168.0.10:9108/"

as variables into /etc/default/htpdate?

This code now lives in config/chroot_local-includes/lib/systemd/system/htpdate.service.
