No VPN helper is installed, so this ticket is invalid => closing.

However, indeed there’s a menu entry about configuring a VPN. It points to NM’s tab that is about VPN, and then all add/edit/etc. buttons are greyed out as no provider is available => calling this a minor UI issue, feel free to file a dedicated ticket about that if you feel like it (note that we do intend to ship some NM VPN plugins at some point, e.g. Feature #6138, so spending hours to hide something that innocuous temporarily doesn’t seem like a good use of our time IMHO).
