Automate reboots in all tier-1 languages

This parent ticket relates to all the manual tests that are doing in each of our 13 tier-1 languages in the “Internationalization” section of the manual test suite.
Talking to @emmapeel, this section is by far the most time consuming section of the whole test suite and takes more than 1 hour each time. With close to 20 releases each year, it’s a lot of work!
@kibi proposed that, if the results of each of these tests were hard to evaluate by a machine, we could maybe automate the reboot in each language, open Tor Browser, typing stuff on the virtual keyboard, etc. and have humans watch the test suite video or screenshots of it to evaluate success, failure, or the need for more tests?
The spellchecking tests in the “Internationalization” section don’t require rebooting in each language but might be worth adding to this automation.
