we received a report from a user asking that the volume in the welcome screen to be set higher, currently it is not possible to use orca easily if tails is started in VM, for example, the volume keys may not work and the user would have to find the volume before the screen reader actually read the screen…

I was the one who found this one.
In a VM, a screen reader on the host machine can be used to run OCR on the vm window, and that at least allows one to find out what’s happening on the screen. However, that is very suboptimal and on a live system that isn’t a VM, if this were to come up, a user requiring a screenreader would be completely stranded.
Given Tails should ideally not be ran in a VM, this deceptively small issue is actually a showstopper for some.
