As we are doing manual backups, we can and should disable `weblate.I028` systemcheck:

I have merged this, but for the record, this systemcheck was added in https://github.com/WeblateOrg/weblate/commit/8581786a741ba1384617d1cefb642fbaf79863bc which is only available from Weblate 3.9 on. We are currently running 3.5.1, so this change will be innefective until we upgrade to >= 3.9.
