Improve Weblate UX for first-time visitors

Description
I find the Weblate homepage for non-logged-in users quite confusing at the moment.
Besides, even though some basic contributions can be done anonymously, having a user account is the only way to build a work track record, which is our only way to build trust, and eventually give reviewer credentials to someone. So IMO we should strongly encourage users to log in.
So I’d like the homepage of Weblate, for non-logged-in users, to be mostly a login/register page, possibly with a “Contribute anonymously” link.

Rationale: possibly newer versions of Weblate have improve things in this area; in any case, let’s not base work on an old version, to avoid having to forward port it later.

- Type of work changed from Sysadmin to User interface design
I think we need some UX work to happen before we jump to the implementation. I’ll do some usability testing at MozFest in a month.
