In the no-JS version of our download page, we instruct people to enable JS for this tab only:

In Tor Browser 8.5 the NoScript widget has been removed by default:

https://trac.torproject.org/projects/tor/ticket/30626

We should document to add it back before being able to enable JS for this tab only.
