Description

As per https://github.com/mozilla/diversity/blob/master/evaluation_tools/governance-basic.md, we should make it clear who receives the Code of Conduct reports that are sent to tails@boum.org.

For example, if someone has an issue with someone else subscribed on tails@boum.org they might not feel like reporting there.
