Fetching OpenPGP keys via gnupg via commandline works, but fails when using seahorse and OpenPGP Applet (features/torified_gnupg.feature:21, 26):

    When I fetch the "D21739E9" OpenPGP key using Seahorse
    And the Seahorse operation is successful
    Then the "0EE5BE979282D80B9F7540F1CCD2ED94D21739E9" key is in the live user's public keyring

Fetching keys via Seahorse does work, it’s only failing in the test suite. It seems like at least SeahorseFoundKeyResult.png must be updated for the seahorse version in buster.
