Spotted during the 3.11 release process, and seconded by anonym IIRC: the introduction of NEXT_PLANNED_MAJOR_VERSION and NEXT_PLANNED_MINOR_VERSION made NEXT_PLANNED_VERSION useless, so it should be removed from release_process.mdwn; patch attached.
