Improve right to left support in Thunderbird

Description
Apparently, using thunderbird in a language that requiers writing from right to left causes problems solved by the installation of this add-on :
https://addons.thunderbird.net/en-US/thunderbird/addon/bidi-mail-ui/
since we’re preventing the installation of add-ons, a user suggested that we look into shipping this one in tails.

(Ideally: link to upstream bug reports. Worst case, sufficient info to reproduce and report upstream.)

if I understood correctly, the main issue is that the message body is still centered to the left when using a right to left locale.
there are a lot of people complaining about that for years and that add-on is regularly mentioned as the only solution.
I found several very old tickets about that :

I took a look:
- the add-on is actively maintained upstream; for example, support for Thunderbird 60 is WIP and some issues are left to be fixed, so I don’t think we can install this add-on yet
- the add-on is in Debian, somewhat maintained but not super actively
So I think we should advice users who needs this to install icedove-bidiui
via Additional Software Packages for now (please do so), and then let’s come back to it once Thunderbird 60 support is completed upstream.

Upstream supposedly supports Thunderbird 68 but the package was not updated in Debian since 1.5 years.
