Add a link to try download from another mirror
For example, we could replace the “I already downloaded Tails 3.8” link which becomes meaningless once people clicked on “Download Tails”.
Still, we should make it visibly distinct enough so that people notice that there’s a new link.
And make it possible to do metrics on it so we can prioritize Feature #15755 better.

Instead of doing something complicated here: I would suggest adding a link to our main mirror (Wikimedia) and not add the CSS class “use-mirror-pool” to it. Maybe add a rel=nofollow to that link (just to tell search engines not to index that link, see https://support.google.com/webmasters/answer/96569?hl=en) - but it might not be necessary.
