Upgrade tor to 0.3.2.x

Description
The first stable release in the 0.3.2 series is likely to be 0.3.2.9 and will be released any time soon. Let’s skip it for Tails 3.5 (bugfix release) but upgrade in Tails 3.6 (major release). We’ll get it automatically once deb http://deb.torproject.org/torproject.org stretch main
has it but this is an important enough upgrade to warrant a tracking ticket: I’ll want to have a close look at test suite results and run our full test suite.

It’s now in https://deb.torproject.org/torproject.org/dists/stretch/main/binary-amd64/Packages. I’ll run a full test suite on devel to see how our stuff fares.

At least it does not break the subset of our test suite that we run on Jenkins: https://jenkins.tails.boum.org/view/RM/job/test_Tails_ISO_devel/1163/ (that was run on https://jenkins.tails.boum.org/job/build_Tails_ISO_devel/2748/artifact/build-artifacts/ which has tor 0.3.2.9-1~d90.stretch+1 installed).

I’ve seen a full test suite on an ISO built from devel pass. As explained above, no branch to merge as we got this change for free on the devel branch already. Reassigning to the RM regardless so you can check if this move seems sane to you.

Indeed it passes a full test suite run, so it seems fine to ship this version of Tor.
