It’s been removed from testing a few days ago due to https://bugs.debian.org/876603. I’ve workaround’ed this in commit:71d98dda90158d8d141a93d42c10844f42f5cb7d by installing it from sid but that’s not ideal and won’t work on the long term.

u: it would be great if you could rank this high on your list next time you do package maintenance — after issues that affect current stable Tails and its installation process, of course :)

I started to have a look at it. The FTBS is trivial to fix (just add gpg 2.2 to the “allowed” gpg versions).
However, there is a lot of unreleased work in the pkg-privacy repo, that I’ll have to review (and someone more experienced should review my review :P)
