The chances a new obfs4proxy is released in the next 2 weeks are pretty slim, and worst case we’ll simply ship the version from Stretch.

I doubt there will be a new obfs4proxy upstream release in the next few months, so let’s close this and come back to it whenever we want/need to upgrade obfs4proxy.
