Integrate the Tor Status icon in the system menu

Description

It’s just another indicator of the system status, like the Ethernet/Wi-Fi connectivity icons, so it would be nicer if it was integrated the same way. Subgraph OS does that. And then the system menu will need an entry to start Onion Circuits. Once the basic code is working, coordination with the UX team will be needed to improve the wording and placement of that entry.

The code lives in config/chroot_local-includes/usr/share/gnome-shell/extensions/torstatustails.boum.org/@ in the main Tails Git repo. Required skills are basic JavaScript and some understanding of how GNOME works.

Sorry about that. Thankfully the description in unambiguous enough even without the attachment so I won’t bother.
