could possibly be used to push malicious notifications to users?

I think you are correct, and if so we should disable this.

There’s progress on Feature #9833 and it’s conceivable that we’ll have uBlock Origin in Tails 2.10 or shortly thereafter. So most likely we won’t have to waste time on this.
