gnome-settings-daemon warns (a lot) about missing PackageKit

Description
In every whisperback report we receive since Tails 2.0, there is a bunch of
amnesia gnome-session[2526]: (gnome-settings-daemon:2609): PackageKit-WARNING **: failed to set proxy: GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: The name org.freedesktop.PackageKit was not provided by any .service files
and
amnesia gnome-session[2526]: (gnome-settings-daemon:2609): updates-plugin-WARNING **: failed to set proxies: GDBus.Error:org.freedesktop.DBus.Error.ServiceUnknown: The name org.freedesktop.PackageKit was not provided by any .service files
it may not be an real error but since it contains this word in its message, and due to the number of those, that make it really hard for us to search for actual errors in the logs.

I’ve proposed a generic solution that should address our help desk’s problem on Bug #11662#note-2.

This dconf settings snippet might be enough to get rid of these warnings:
[org/gnome/settings-daemon/plugins/updates]
active = false
segfault, are you still interested in working on this? Wanna try this idea?

I don’t see these warnings anymore in the journal on 3.15 and feature/buster.
