Instead of the current symlink hack we use for bridge-obfs4.tmpl we should add an option (upstream) to specify an additional torrc_templates directory which Chutney will first look in, and then it’ll fallback to Chutney’s own templates.

Target version changed from Tails_2.4 to 2016

Given that we now includes chutney as a submodule, and have committed the needed templates into it, this is not so urgent any more.
