GNOME Shell crashes when deleting workspaces

Description
I could reproduce this using GNOME Tweak Tool: add one ws (-> 5), delete one (-> 4); so far so good. Deleting another one (-> 3) results in the “oh no! something has gone wrong” screen, and the Journal reads:
mutter:ERROR:core/screen.c:1250:update_num_workspaces: assertion failed: (w->windows == NULL)

- Priority changed from Normal to Low
This functionality is only visibly available in GNOME TWeak Tool, and I don’t expect many users to try it given 1. I see little value in decreasing the number of workspaces; and 2. the resulting outcome won’t persist. Decreasing priority accordingly.

This looks like https://bugzilla.gnome.org/show_bug.cgi?id=784223, that I’ve just noticed has been fixed in Mutter 3.24.4. So let’s try to reproduce on Buster.
